Circle, the U.S.-based company behind USDC and EURC, operating from One World Trade Center in New York City, is expanding its stablecoin infrastructure with Arc.
Arc is a Layer-1 blockchain designed for stablecoin-powered financial activity. It is already live on testnet and heading toward mainnet, with a focus on payments, FX, credit, capital markets, and apps that need fast settlement with predictable fees.

Pulsar Money is a Europe-focused, multi-currency stablecoin app launching as a consumer product on Arc. It helps users turn supported stablecoins into usable USD or EUR balances, then manage funding, swaps, virtual Visa card spending, and optional yield from one app. The product uses MiCA-compliant stablecoins and regulated partner infrastructure.
The product flow is simple:
→ Fund USD with USDT or USDC, or EUR with EURC
→ Spend from the available balance with a virtual Visa card
→ Earn a variable rate of up to 6% APY through DeFi strategies
Funding USD or EUR is done at 1:1 with no Pulsar funding fee. For card spending, supported same-currency payments have no Pulsar FX fee, such as paying EUR from EUR or USD from USD. Cross-currency card spending is 1.35%, and third-party fees may still apply.
Pulsar also includes a separate optional yield feature. Eligible balances can earn a variable rate of up to 6% APY through DeFi strategies using Morpho and Steakhouse Financial. The rate is not fixed or guaranteed, and yield is separate from topping up or spending with the card.
